The difference between default and read only state of form controls is too slight (shadow vs no shadow) and within the upcoming dark mode changes, the difference is even less noticeable. Occasionally the lack of contrast between the two options has lead builders to choose "disabled" which is incorrect, and has a negative impact on accessibility and screen readers.

Sorry, should have marked as blocked - will be sure to mark my assignments as blocked until ready for engineering in the future. This issue is blocked pending the final values determined based on #807
