Is your feature request related to a problem?
Using SQL/PPL engine as a library is not possible

What solution would you like?
Allow SQL/PPL engine to be used as a general purpose language library detached from the OpenSearch plugin

What alternatives have you considered?
N/Q

Do you have any additional context?
After the SQL repository split - #1216 it is much simpler to package the SQL/PPL engine into a dedicated library to be distributed as a maven artifact
similar to the next - https://github.com/opensearch-project/spring-data-opensearch/blob/main/.github/workflows/release-drafter.yml
