Update to latest CRC image with this strategy:

• The cluster operator behavior changed, they look immediately OK but the routes are not patched after a while. So we check routes and CO again
• Any setup script (install java etc) should be put before those checks so we might save time
• It's not possible to change the hostname so that we use always the same for Web Console URL, updating it again
• Using an image name of form: openshift-instruqt/crc-4-<major>-<minor> as convention, is good we track all version changes

The wait time is between 11-13 min
