Notification counter loses state on page changes

This is intentional & should resolve on its own when the new nav updates land that take the header out of the ng-view, which means our nav structure will then only be generated once on page load.

If it does not automatically resolve, I can look into alternative ways to fix the issue.

This works fine after we've rebased #1932, but we might want to fix separately if that PR misses devcut.
