New OpenStreetMap Carto release, v5.9.0

A new version of OpenStreetMap Carto, v5.9.0, has been released.

Please note this release newly requires a number of custom SQL functions to be installed on the rendering database. Instructions how to do that can be found in INSTALL.md. In short: add something like

psql -d gis -f functions.sql

to the deployment. No database reload is required.
