generate keys command for kas

Currently in the platform repo we have an init-temp-keys script. It would be nice to have a command that allows you to easily generate kas keys for onboarding.

I think most of the code exists already in the lib/ocrypto library for rsa and ec keys.

To start this might be a good use of an experimental type subcommand where new enhancements land as they move to a more GA type state.
