When a title or reference to an existing issue check fails we have to manually re-run the failed job. This is not obvious and should be re-run on an edit to the title or description.

I ended up splitting out the pull request validation jobs into a
separate workflows. It was getting confusing mixing code related checks
and non code checks in one workflow.

resolves: #1279
