Cross compile configure error: Unable to find a usable implementation of boost::signals2

I would like to use cross compile to build and run on the board.
If only command this line
./configure --sysconfdir=/etc --host=arm-buildroot-linux-gnueabi

It can make install to the board's file system. But cannot run with error

The reason I found it says it's the gcc compiler problem.
So I try to add the CC & CXX parameter in configure command and get following error, but it can pass if delete the CXX.
