Safe Magic Wall and Wild Growth Runes (NO-PVP) weren't decaying to 0 and they were 'walkable'. I noticed this very late, sorry for double PR.

Complementary Fix for #153

Magic wall wasnt decaying to 0 because it have the wrong id (2129 to 2128)
Just adding decay for the 'safe' runes of Magic Wall and Wild Growth Rune.
Safe Magic Wall isn't walkable anymore.
