[feature request] improve CODEOWNERS file for openyurt

What would you like to be added:
Now we have a single group of CODEOWNER for the entire repository(#2224). In order to make more flexible, more friendly to manage code of OpenYurt. we plan to assign each component(like yurt-manager, yurthub, raven, etc.) to different codeowners.

maybe we will have a community meeting to discuss this case.
