Add network interface capability

The expansion of the opinetcommon basic network interface protobuf definitions, the network interface capability should be added to the cli.

In doing this, the hierarchy for the cli needs to be restructured to include

godpu

• inventory
• ipsec
• network
  • evpn
  • intf
• storage

This will move the evpn associated cli under the network evpn area and the interface associated cli under the intf area.

This can also support any future inclusion of the "cloud" api in the cli
