ScanCode parsing and conversion

We want to be able to parse output generated from ScanCode. As a first step we focus on the latest version and support only the core output (generated by a normal ScanCode run, the extended version is handled in a different issue with low prio (#53)). As ScanCode is also a python library we can make use of it to implement the parser.
