What would you like to be added:

PR kubernetes-sigs/cluster-api#7107 added an externally managed annotation on machinepools so that machinepool upgrade scenarios ignore replica count, as the replicas may be managed by cluster autoscaler etc.

Why is this needed:

Manage machinepools should respect the annotation.
