In the PR upgrade to 1.4.1 #239 the config/manager/manager.yaml changed some security parameters. This is causing permissions issues when trying to develop locally using tilt.

I'm not sure what can or should be changed here, but wanted to start the discussion around this to make sure I'm not opening up permissions too wide.
