Renamed to OP5dev

Renaming is rarely straightforward, especially when public projects with dependents are involved.

What?

Renamed from "DevSecTop" to "OP5dev".

To resolve missing reference in actions, simply replace uses: devsectop/… with uses: op5dev/… (case in-sensitive).

Why?

• The organisation name is tied closely with the domain, which has been changed to https://OP5.dev (wip).
  • Preferred to adopt "dev" TLD due to built-in security (see registry).
  • Inspired by devOPS → dev.OP5 → OP5.dev.
• Fewer characters is always nicer.
