Allow avoidance only for certain sections on the map

I have added a small feature in behavior_path_avoidance_module for a project to filter objects out to allow avoidance only for objects in certain sections on the map and ignore avoidance for others.

If you think it might me useful in general for us to have such a feature in awf main repository, please let me know so that I can create a PR for it.

I remember that in the AWF WG, this change is only applied to the project side's code. So can you close the discussion?
