I work for Expedia. We are trying to move away from Jenkins to GitHub Actions.
We want to create a publish queue where teams can submit publish workflow requests, have them queued up and run one after the other.
Concurrency groups allow you to set "cancel-in-progress: false", but there is not "cancel-pending" so pending jobs are cancelled. It is such a small detail, but it makes it so there is no way to get the queue to behave the way we need it to, and has required us to look into other multiple layers of infrastructure to compensate for something that should be easy.
