Move channel requests without links to Discussions

As a result, the only things that should remain in the Issues list in iptv-org/iptv are:

• requests to add a channel (with working links)
• requests to remove broken links

This will allow us to automate processing of requests and make it easier to add/remove links from playlists as it is done in iptv-org/database.
