Automatic tvg-language fillup per country's official spoken language.

Context

We have lots of unfilled tvg-language headers to this day.
It makes it a bit uneasy to search through certain language playlists and have some channels that you definitely know are spoken in your language, but do not appear on the language playlists because the tvg-language header has not been filled.

Idea/Solution

Each country has got their officially spoken languages.
Based on that, we can fill up the tvg-language part according to the country's official spoken languages.

This script will generate a Pull Request, hooked within the iptv-bot system, and will request manual verification before merging the PR to ensure that some channels that are hosted from another country do indeed correspond to the spoken language

Issues we might face

Certain channels are hosted on another country, but are for different diasporas, so they will not, in majority, speak the country's official language. Which is why i'll call up to a community cohesion to check the channels.

We have people from all around the world, from regular contributors to simple users. If each of us contribute to efficiently check the PRs, we can ensure that each channel got their language correctly set, and reduce the number of mistakes in terms of incorrect language;
