We need to finish 16-bit functions in REXX.DLL and REXXAPI.DLL. So that,
WPS and CMD.EXE could be used with Regina REXX. Also, make it possible to
run multiple programs using REXX.DLL. Otherwise, we get an error of locked
resource when starting another REXX application.
