Excuse my ignorance, does this proposal extend WICG/purification somehow?

Not really. It's a new attempt at solving the same problem.

My understanding was that there was no longer any active work on WICG/purifcation, and no work results beyond the readme, which is why I'm trying to flesh out things a bit more and see if there's still support for these ideas.

Maybe I should have tried to extend WICG/purification work instead. I guess if this current proposal finds any support at all, we'll quickly try to merge/migrate it onto more official turf. (Like WICG/purification, but I'm open to whatever place the community feels is best.)
