Migrate from iso-codes XML files to JSON #10

Once we're comfortable bumping our iso-codes dependency to 3.67 released 2016-04-01, which added JSON files under /usr/share/iso-codes/json and deprecated the XML files.

Done, without a dependency version bump, XML still supported and used if JSON files not found.
