It hasn't been updated since 2015, and it's already raising deprecation warnings.

It would be good to refactor to use the Pagy gem instead.

I haven't used it, but people do seem to like it better. The gem we currently depend on could probably be replaced pretty easily with vanilla will_paginate as an intermediate step.
