feat(`oxc-transform`): having a "convention" for config file #8502

In this pr I introduce new loader based on oxc-transform.

And I need something to configure of JSX/TSX should be transformed. But I didn't found any "convention" about this kind of config file.

So I propose to define a schema of how config file should work.
