feat(oxc-transform): publish a official wasm version of this package

In this pr I introduce new loader based on oxc-transform.

So I propose to publish a wasm version of this package to be independent of the native add-on version. Because if there are a breaking change in native add-on it's will brake the loader.

For example if future v24 break something in native add-on our loader will not be able to work one >=24

I fully understand what it's like to maintain an open source project. And I fully understand that you prioritise some things more than others.
