Outdated dependencies and targeting sdk 25

Good evening,

I was curious if there was any chance you might update all of the dependencies to the latest versions and any other changes for this to work with a target sdk of 28. I apologize, I am still very new to React-native; otherwise, I would make these change myself then put in a push request. I have been working on it all day and still can't get it to run for android on windows :\
