react-scripts is full of wonderful features for development and testing. It is, unfortunately, built on some packages with security holes. It would be nice if we only included react-scripts during testing and development, and but not in production when it wasn't needed.

this is related to pacificclimate/station-data-portal#182 . Due to limitations in how run time environment variables (and in particular PUBLIC_URL) are used, the javascript is currently built in the docker container on startup. See linked issue for additional details.
