Remove pandas/tests/series/common.py #29219

This is a follow-up issue for #22550

As TestData was replaced with fixtures in all series tests, we can pandas/tests/series/_common.py altogether (it's only content is TestData).

I just realise that this is only possible after replacing TestData usage in pandas/tests/series/indexing - I'll take care of this as part of the mother issue
