Create separate layout for the home page

Most pages will have a Material Design navigation bar. However, the home page will have a different, more lightweight layout, without a colored nav bar, and instead have colored MD buttons for the links in the upper right corner:

Implementation Details

• Create new Jekyll layout called "homepage"
• Create a separate header.html include for the homepage layout
• Use Material Design buttons for the page links
