On a slow connection it still timeouts trying to download a 16mb chunk. This will be fixed in another PR.

The same thing is happening to me still. Running parity was going fine, and then it started downloading all the blocks one by one. Deleting the db folder and starting it again has restarted the snapshot process, but I'll see if it stops again. My internet is only 30 mbps down, and I'm using an hdd, but it should still work, just take a while.
