Lift all dependencies to the workspace

Past experiments showed we can automatically lift external dependencies up:

• 1. Lift dependencies to the workspace (Part 1) #2070
• 2. Lift dependencies to the workspace (Part 2/x) #3366
• 3. Lift external deps to the workspace polkadot-fellows/runtimes#201

We can then use this to lift up all external deps here in the SDK and add a CI check.
Afterwards we can also do this for internal deps, but Zepter does not yet support path = and git = ggwpez/zepter#92.
