Kusama should have unlimited nominators.
Once we have [Feature] Part 2: Enable TargetList for validator ranking and approval stake tracking. substrate#12645, MaxElectableTargets should be something smaller, and MaxValidatorCount, should be unlimited.

The goal is for all "intentions" to be unbounded.
