switch from mamba to conda + libmamba
remove py39, py310, and py311 builds, move current and next incr to 3.12
add a prospective py313 build
evaluate package updates such as ipython and line_profiler
deploy a py312 miniconda folder to WEKA
update pcds_conda and dev_conda scripts to know about the py3.12 versions
resolve epicscorelibs builds
adjust integration tests to retry and ensure N passes (3? 5?)
