Rather than using a custom script extension this injects the winrm setup script into the VM through the ARM template. The advantage of this is that it will work from behind a proxy server, as the guest agent that handles extensions doesn't support proxies,
There is also a fix in the internal.erb template for when a public IP is not being used.
