I think that penny as a whole new thing should support only PHP >= 7.0.0, what do you think?

I'm for "php": ">=5.5|~7.0.0" for bc-break maintenance, php 5.5 still have many users and the distros still support it

current penny version is 0.5.0, for php 7 only, I think version ~2.0 is ok, for that, we can have 2 branch, 1.dev, and 2.dev
