Remove ACL Firewall before 4.0 release

We want to deliver 4.0 fully documented. Currently we are struggling with the ACL firewall documentation. It's unclear how to exactly use it and how it internally works.
It's a really nice new feature for Phalcon but before we release it we must make sure we fully understand it so we can document it and help out community when they have questions.
For the release I want to rollback these changes and add them as a NFR for 4.1.

First of all thank you to all programmers and donors who make Phalcon possible. Happy holidays! That said, next time please release another BETA or RC version if documentation for some features is not complete. Because this v4.0.0 seems incomplete by removed ACL firewall. I'm sure all of us would rather wait a bit longer than have milestone version incomplete. Also, I think that basic access authentication like "HTTP Basic Auth" and "HTTP Digest Auth" should be a part of this ACL firewall.
