Welcome Juliette as a new member of organisation

Welcome Juliette (@jrfnl) as a new member of the PHP-Parallel-Lint organization. She replaces Thomas.

Juliette has been actively involved in the change, development and design of the organization's packages for a long time. In case something happened to me and I couldn't continue working, there will be someone else to carry on.

Tomas (@tomasfejfar) is great and in case something really happened and I was unavailable long term he can be a potential next person to take care of the projects.
