1. What did you do?

add the third table of tiflash replicates.

2. What did you expect to see?

successful.

3. What did you see instead?

Add the third table of tiflash replicas waits for a long time that has not any progress. Because PD didn't schedule region to tiflash.

4. What version of TiDB are you using? (tidb-server -V or run select tidb_version(); on TiDB)

v4.0.0-rc

It's a PD bug and had been fixed.
