Feature Request

Describe your feature request related problem

TiProxy is now deployed on TiDB Cloud but doesn't support self-hosted. Self-hosted users may need TiProxy to:

preserve connections
load balance
easier to deploy and maintain

Describe the feature you'd like

Support self-hosted deployment, which requires:

TiUP and TiDB-operator integration
Dashboard integration
Refine metrics and configurations

Describe alternatives you've considered

None

Teachability, Documentation, Adoption, Migration Strategy

Deployment: deploy with TiUP or TiDB-Operator
Troubleshooting: view metrics, logs, and profiling with Dashboard and Grafana
Update configurations: using TiUP or TiDB-Operator
Restart, upgrade, or scale: using TiUP or TiDB-Operator
