OM tools is not selecting all the products when doing an apply changes

We have cert rotate tasks which need an apply changes on all products in the ops manager. However its observered that OM is not taking all of them. It takes a few sometimes and sometimes all. Also amidst an on going Apply changes task if there is some failure then during the next run of apply changes the product which had the error is ignored and not selected for apply changes. Can someone please explain this behaviour.

OM leverages the processing of the apply-changes to OpsManager, to replicate this issue we need more information, so we can detect if this is a problem within the tool or expected behavior.
