[Enhancement] console log when we cant find a template-level paths file

Consider (re)adding the console.log for when a template-level paths file is not found.
Had a situation recently where it looked like the paths weren't being merged correctly (or more accurately, at all) but took a bit to debug. The file's location in the template was slightly off. Seeing that the action didnt find it would have allowed to resolve the issue more quickly.
