Changing the position of the numerical values in a responsive bar chart

Thank you for the work that you do on this project. How do I go about setting the position of the numerical values in a responsive bar chart to any position that I want on the bar chart itself? For example, how would I set the position of the numerical values on the bar charts below to either move them up or down?
