[ENHANCEMENT] Allow users to rearrange playlists in the playlist admin screen #795

Is your feature request related to a problem? Please describe.
I had a user ask me to rearrange the custom playlists inside a custom subcategory on the LP admin screen, not inside the web part. Currently, the limitation in the custom playlist creation screen doesn't allow you to rearrange the playlists once they are created.

Describe the solution you'd like
While rearranging the playlists inside the webpart with the filters is sometimes an acceptable workaround, in this case it wasn't. The best solution would have been to rearrange the playlists in the admin screen. In this use case, the user was forced to delete all the playlists and recreate them in the correct order. Thankfully, the assets were all there, but the process wasn't user friendly.

The playlists should be flexible inside the admin screen, not just the Learning Pathways web part on a page.

Describe alternatives you've considered
The only alternative Microsoft offers is rearranging the playlists inside the web part. That was insufficient to resolve this user's dilemma.

@robsoto1 thanks for suggesting this an an enhancement. We are currently in the middle of an update so it will not make it into this scope but we will keep it on the list for evaluation for an additional change. If others are interested in this enhancement please comment or like this enhancement request to help us prioritize.
