Expected: Show the Alliance members on the Collective Parachain

Current: Hanging on

• What is the motivation for changing the behavior?

I imagine that the cause of this problem is paritytech/substrate#12730

Not quite a bug - an enhancement for the new pallet.

(Really unsure when I'll be able to get to take a look at this, so as of now it would only support the previous-gen pallet, which doesn't quite help since it is not deployed anywhere. The one good thing here is because of the "non-old-deploy" we also don't need both old/new compat, which simplifies things a lot)
