Describe the current behavior

It seems that merit order GlskPoint importers crash when a merit order point is defined on a generator / load that does not exist in the network. This can happen for example when a GLSK is defined on a UCTE node that does not carry a generator nor a load (powsybl-core only creates generators & loads under certain conditions).

Describe the expected behavior

Instead of crashing, the GLSK point should be skipped and a warning should be logged.

Describe the steps

  • Create a UCTE GLSK document with a point pointing to a UCTE node that does not have a generator nor a load
  • Try to import the GLSK document
