Describe the current behavior

It is possible to define a Reliability Margin in CNEC objects. This is useless, only powwible in megawatts, difficult to maintain, and can be replaced by simply decreasing the threshold.

Describe the expected behavior

Remove reliability margin from CRAC API and replace it with a decrease of thresholds in CRAC creators

Cleaner code
