build failing on windows-latest

In the build of the pydata-sphinx-theme, we have an error iin the windows build since 21/01/2023. (https://github.com/pydata/pydata-sphinx-theme/actions/runs/3975640870/jobs/6815790378) The error is raised by setuptools when building stb: Is it only in our repository or is it the case for others as well ?
