Passing GPP data for bidViewability and dfpAdServerVideo modules follow-up

Follow-up work from #9321

Need to fill out the blank spaces in the bidViewability.js and dfpAdServerVideo.js modules to properly handle GPP data in a query string format. These areas were still unknown about how the data should named/formatted (especially the sections array), so it was decided in the 12/21/22 PMC meeting to leave them for now, until more information was made available by consumers of these modules.

DFP does not (currently) support GPP or USP.

Judging from the API docs, there's still no way to pass GPP data.
