Tokens expand to invalid path

I have something like this:

postbuildcommands {
    '{MKDIR} "%{cfg.linktarget.directory}"',
}

with a directory arch as this:
- bin
- projects
- src

Alpha13 branch expand cfg.linktarget.directory to bin instead of ../bin for both gmake2 and vs actions.

It worked with a previous version (I think 30ab624 works, not sure).

EDIT:
Example is misleading as it does not reproduce the issue.
It tested a few other things,

'{MKDIR} "%{cfg.linktarget.directory}"', -- FAIL
'{MKDIR} %{cfg.linktarget.directory}', -- OK

'%{cfg.linktarget.directory}', -- OK
'"%{cfg.linktarget.directory}"', -- OK
