Universal-ctags no longer supports rspec tags (ruby) #425

In November 2015 universal-ctags dropped their support for rspec tags. PR #92 has been left open for folks who would like to use this feature and the wiki contains details on how to configure rspec. As this is no longer a feature, I suggest the issue be closed and the documentation be removed from the wiki.

Aside: I would very much like to use this feature. If possible I would love to find a ctags configuration like this one that would allow this feature to work.

The support actually got re-added a few months ago with a different implementation: universal-ctags/ctags@e5a1be0

This approach uses the new "subparser" technology that also got introduced a while back. I'm currently trying to work out how to best integrate this subparser stuff into Tagbar, but once that's done it should hopefully work out of the box without any configuration.

@majutsushi perhaps we can dupe this over #540 I didn't see the issue was there. I've already figured out what it takes to make this work and tested it against Moose (a subparser of Perl).
